Hello
How can I create a layer that will come out beyond the header.
It is something like on this website: http://www.samogon.org/kovcheg/
It is about this logo with ship on white background.

That's easy enough to do. Menu in the header (alas, very problematic in Artisteer or Themler) and the logo aligned left. You will need a transparent area below the brown background to give the impression of the logo extending below the header. Your slider will need a negative top margin to make it appear seamless with the header background.
So, yes, doable in Artisteer, but not necessarily simply. Much easier in JoomlaCK's Template Creator. And cheaper!

How can I set logo to be aligned left. I can't find option for this.

Click the image then, in the ribbon menu at the top, select "Position" from the right most bunch of icons, then Align Left.

Thanks, I found it.
Is there is any way to set menu width?
I have a menu at almost 100% of the width of the page, and when I add a logo, it shows it on a layer below the menu. As if the menu had a z-index higher than the logo and not the two were on the same layer
