I am finding that templates do not appear in Joomla! 3.5.x as they do in Artisteer.

Seems that Themeler is the new course for Artisteer, with support for Bootstrap and HTML5. That sounds like Joomla 3.5 to me. There is a discounted upgrade path, and the ability to import your existing Artisteer template into Themeler. Have not purchased yet ... just exploring.
