How do you change browser tabs to say the page titles name and not new page. My site is in WordPress I have changed the Permalink Settings to post name, changed the Title Attribute and Navigation Label in the menu options and still it says new page.

Browser tabs? Do you mean menu items? Not really sure what you're asking... a browser tab is the tab in the browser window for a URL... the menu items are the navigation buttons on a website to navigate from page to page (for example, home, about us, contact us, etc)... In wordpress (not artisteer) the page or post title controls the permalinks name... be sure to edit the permalink for that post or page to reflect the page title.
If you exported content in artisteer, sometimes if you don't do it correctly it will show up as NEW PAGE in the menu. This can be corrected by going to that page in the PAGES admin (or posts admin) and changing the title and the permalink associated with that page/post...
