I have noticed the same behavior. Can still add from the menu selection though.
I have also noticed that switching back and forth from rich editor to text locks out the cursor and you have to exit the editor completely and return. This does not happen in non Artisteer Templates

the drag and drop only works if there is already a module in the pane you want to drag the new module to.

This is really a bug with Artisteer skins because the drag and drop feature for modules works fine with the default DNN skins and most other third-party skins - even if there isn't a module already on the page, the panes are visible (dotted lines) and you can drag and drop a module into any of them. This is major problem with Artisteer-generated DNN skins, in my opinion, because it makes it very hard for end users to add modules to panes on a page. Even if there is a module in a pane (e.g. the Content Pane), if you want to add a module to another pane on the page, you can't drag and drop it there - only to the pane that already has a module.
James, to answer your question, when you click on "Add New Module" and hover over the module you want to add to your page, there is a 4-directional arrow icon at the top right of the module button. If you hover over this it gives you a drop-down list of the panes on the page, from which you can select "Add to ContentPane" (or whichever pane you want to add the module to.)

Is there any ideas to solve this problem ?
I also have this problem. It works fine on any skins which are not created with artisteer.
