Apply content layout in Joomla 3

I downloaded this template

1. Can I use this layout in Joomla 3 frontpage?

2. This template has a beautiful content layout. For example, the 3 top row cells (blue, green and orange). Can these be placeholders for the featured articles. What kind of content can I put in there (block, module, ...)?

Is there any tutorial on this?
