Sub-pages in Vertical Menu Only |

I'm requesting (or unable to figure out) how to have a fixed number of Horizontal top-level pages (tabs) and only include the child/sub-pages on the vertical menu, such that the vertical menu contains a place holder for the top level page when one of the child pages is selected.
