Having trouble making header image fit template

So I created a header image 1920 X 400 and it is way too big when I load it into the template. what doesn't make sense to me is I looked at the exported folder and under images I opened header image and looked at the size it is 1920 X 400 96 DPI

So I made a header image to fit the same space as the template header image but it is way too big. If I make a image the same size as the header image that is exported to a folder with all the files why is the same size image I make always so much bigger??

Any suggestions is appreciated

3. Use a program like Photoshop to optimize the images file size to your liking.

4. Save the files (don't rename them) back into the images folder.

I sometimes have to do this because Artisteer can create some big image files.

One would assume that the exported template would have the header image the correct size and if I made a new header image the same size it should work fine, however it doesn't.

Any other suggestions
