Hi,
How could I make a site like this in either Artisteer 3 or Artisteer 4 beta?
It doesn't have to be exact, but if you could help me to run down the right path, it would be greatly appreciated.

Exept for the footer it doesnt look hard te make in Artisteer, for the footer you'll need to make some static links and place them in cels like you would normaly do in HTML.
or you could simply cut out the footer part out of this source (line 188 to 246 ) and insert it into your page (ofcourse you will need to manualy edit the links then)
In artisteer you can go to the "footer" tab and cllcik the text button, paste the code in the editor... and voila.

I agree with Rene except for the footer part. Artisteer for WordPress templates, at least in version 4.0, (yes I know it's beta, but the code is clean, and at I use it for productions with no problems whatsoever).
Anyway there are 4 footer Widget areas you can use. Put some Text Widgets and you are good to go.
