I know this was addressed before I just count not find the topic I wanted to add some of the new artiseer templates in to the artiseer programs library so to speak.
does anyone know how to do this?

Artisteer doesn't contain templates instead it create them on the fly, you should read following FAQ for details: http://www.artisteer.com/?p=faq#faq13

perhaps I I used the wrong terminology I wanted to add some of the backgrounds, header images and the like from the free templates section of artiseers website so I have some more options to work with

Artisteer doesn't support adding images/graphics to its library instead you can add your graphics where you see the option to insert it like header-> background, header-> foreground, icons etc.
