Created a Drupal theme using Artisteer for windows 3
There doesnt appear any means within the Blocks Admin screen to
change the order in which the blocks appear in the sidebar.
There aren't any drag and drop handles like in the Garland theme.
Help anyone?

try clearing your cache: "Admin >> Site Configuration >> Performance >> Clear Cached Data"
or else, try exporting the theme again, calling it something different (yourtheme2.1) and then it might work.

I have the same problem, No drag on the Blocks admin - which is a problem.

It's not an artisteer problem.
If in Drupal 7, play with show/hide row weights link in /admin/structure/block
|

I'm using Drupal 6.
I have cleared the cache MULTIPLE times and it doesnt help.
Any suggestions?

If your drag and drop Block handles are not available
and the "weight" fields are not exposed in your theme,
all you need to do is disable JavaScript in the browser
and then reload the page. The weighting controls
are now visible.
Make you changes, save, re-enable JavaScript and refresh the page.
Easy.
