Question regarding artisteer and side menus/ top menus.

For example if I work on first side bar.

Can i:
-change the background of the whole side bar and of each inner block?
-customize full appearance of while side bar, as a well as each inner block?
-add inner block top/bottom image?
-add sidebar top/bottom image?
-add image for title of each inner block?
-same thing with top menu.

is it possible to do now, and how?

This can be done with Artisteer, though 'each inner block' will have the same colour, unless you style them individually using css in your stlye.css file

As above

Not in Artisteer, you'll have to do some css editing. Perhaps you could use the "Block Theme Module" - http://drupal.org/project/blocktheme



-add image for title of each inner block?

Not in Artisteer, but it is possible: http://drupal.org/node/859008


-same thing with top menu.

You can export your theme, then create a new image for the menu with the same name as the menu images and place it in the /images folder of your theme so they are used instead of the exported ones. Art. 3.0 has slightly better support for this kind of thing.

I'll try that once I can get the new version to work. At the moment, it either crashes on start, or crashes on export.
