Its very easy.

Option 1]
* Install CKEditor (with CKFinder) module to your Drupal site.
* Then once you activate it & see it is functioning well
* go to Block > Add Block & you should see a button on WYSIWYG editor to insert Flash into the block.
* Save you block & Apply it in the region of your choice.

Simply use the embed code and set your input formats to Full HTML or PHP if needed. You can do this in articles / nodes and blocks.
