Hi Scott,
try Swishmax lite at: http://www.swishzone.com/index.php?area=resources&tab=free
It's a few years old but may give you what you need. I use the full version of Swishmax 4 and it is excellent for the price. If you do a lot of flash animations and don't want to spend a lot of money for Adobe Flash CS, this is the way to go.

Swish isn't free any longer from what I can tell by looking at the site. But, it is the IDEAL product for your task given the substantially lower price than Adobe Flash.
Having said that, here is a page that lists most of the open source projects geared toward some type of Flash output. It might be of some help.

Lastly, a really good product I'd like to see is an XML based Flash header file. Basically, the Flash file itself never changes. It gets its marching orders (image filenames, text, etc.) from a simple XML file in the same path and the Flash is built each time it's requested by the web server. My wife has Flash as part of the CS4 suite she uses in her graphic design biz. Might see if I can talk her into letting me play around with it.. Never used Flash before so it'll probably be a while...

Not to be a spoilsport, but working with Flash may prove to be counterproductive. The iPad, iPhone, and iPod Touch all don't support it. I've stopped using Flash and have been coding workarounds for sites I've created that have Flash elements.
That's too bad, as I liked playing with Flash. I have KoolMoves and Coffeecup Form Builder, neither of which seems useful to me now that I know that iPad users will be excluded. That's too many people who can't view your Flash animations, banners, navigation, and / or other SWF page enhancements.

I'm with Mike here. I have a little Flash on my site - a revolving picture sequence in the header, but am thinking of throwing it out and using something else.
I own an iPhone, which I love apart from a couple of bugbears, one being no Flash support. So when I go to all your "lovely" Flash sites and see nothing, I immediately add to your bounce rate. Plus it sucks for SEO.

I've always stayed clear of Flash, but if you really want to use it, but are worried about how iphone users might view your site, use a plugin that makes iphone friendly pages - the data transmission on my iphone is so slow that I prefer sites that have mobile versions.
Whene i make sites with Wordpress, I always use a plugin called WPTouch which automatically creates mibile-friendly versions which load quickly on mobile devices, but still provides an option for people to view the full site.

As long as WP Touch renders good-looking pages on a iPad, that sounds like a good compromise for those who want to use Flash. Of course, you need to be a Wordpress user.

I consider flash not working on iPhones a problem with Apple and not my problem. Many sites are still being developed with flash and that will not go away in the foreseable future. Apple should just get on with it and accept that they do not dictate how websites are build. All they should do is display them.

Forget Apple!!! Enough said. They try to force everything on everybody. Keep your overpriced computers, and stupid iphones and ipads. Flash was around way before you came along. If you don't want to adapt with the rest of the world, good for you. But don't force your way on us, to control everything. They run everything just like a communist regime does. Scr#w them!
In the meantime, the Adobe CS5 flagship, is incredible. Expensive, but incredible. There are also many free or cheap tools to create flash content. I use the Aleo products. They are the best solutions for me.
