It's on a membership basis. I am a plus member, for $63/year I can download as many images as I want, and use them in any way as I want. istock.com is great if you just want 1-2 images, but if you want hundreds if not thousands of them, it will be extremely expensive.

Do a google search for royalty free images or photos. You will find some sites to offer free royalty free images, but most such sites will want their credits to be displayed on your site. Be careful of the free sites, as some offer what they say royalty free images, which in reality they are not. There was a case when someone downloaded from such web site, and ended up in a lawsuit from Getty Images, as they claimed the images were theirs. Most professionals photographers place their copyright info in the photos meta tags (not visible to the naked eye), but visible to google, and that's how they find you almost within 2-3 when you place the images on the internet. There are some free software to edit the photos meta tags.

Now you know all the risks involved with the free photos.

I selling them a DotNetNuke CMS website so that they can update their own content - not change the template. Why then are the 3rd party photos even in this product if you can't use them? Yes, as long as you do not include Artisteer photo objects within your header (Header -> Foreground Photo), as those photos are licensed from a 3rd party only for your own use or in your consulting work. You may re-distribute any other designs you create, including those with Artisteer header background photos (Header -> Background), glares, page backgrounds and other provided graphics, and your own photo objects. NOTE: The above restriction applies only to templates created for sale. There are not restrictions on creating individual web designs and templates for yourself and your clients.

Yes, you can use the foreground images in your websites and/or websites for clients.

You cannot use them in templates that you wish to sell to others or to make available for download.

Yes, and yes for the photos from www.sxc.hu. Just don't distribute the photos, or the templates you created with them. But you can use them in your web sites, and in web sites you create for your customers.

You could use GIMP to create a header image.

Or, in Artisteer 4, you can add multiple images to the header.
