I had a problem: The comment form was not showing up nowhere.
Solutions, that worked for me:
1. I changed the link structure from "Default" to "Custom Structure" (under Settings/Permalink Structure).
The customizing field shows now this text: /%postname%/
Effect: The comment form shows up in my posts/pages!
Thanks a lot to the person who posted this trick somewhere in www (but I can not fin it anymore, sorry!)
But the comment form did not yet show up on my home page (index.php).
2. So I followed, what this website recommends:
http://www.flisterz.com/2008/06/02/wordpress-display-comments-on-main-page/
It worked !!
