Is there any way to make Glares stationary? |

I guess the title says it all. 
The background image/texture can be made non scrolling. I was wondering if the same can't be done with the glare to lock it in place.
I realize that the image//texture is being added as the "background" img (therefore can have the scrolling or non-scrolling attribute).

You can't make background glare fixed in Artisteer, but following may help:
