What I'd like to do is if the visitor clicks mostly anywhere in the header, it links back to the home page (which I can make happen). BUT... if the user clicks on area covered by the Foreground Image, I want that to link somewhere else.
I'm thinking that since Artisteer blends the background and foreground header images that this might not be possible... but maybe someone has an answer!

You need to create a new div in header div, place your foreground div in that and make your foreground image a hyperlink linking back to home page.
Otherwise you can also try "image map"
