Currently header background options are under header tab.

I think Karl means 'Custom Header' options, change header jpg and text options from WordPress admin.

I use a plugin for that - dynamic headers (nicasio). You can assign default header, and special header to every page. What else do you need?

that plugin works, but I have a problem with the header, it is double showed, take a look at www.ghaverlag.nl

In your case 95% of header is added from plugin and remaining is coming from original style sheet of themes.

I suggest you to change header image from images folder, but you can ask "g" how he done it successfully.
