How do I change footer height for an image?

I'm pretty sure that this can be edited after exporting to a wordpress theme, but I'm not sure which files need edited to change the height of the footer block to accommodate the image height. Any guidance would be appreciated.

I'm not exactly sure what you mean by that. I have limited knowledge in this area. My footer looks fine in IE8 and FF, but the footer is out of place and the top portion is missing in older versions of IE.
Any help would be appreciated.
