You can do this with anything really, ranging from a basic editor like notepad, through to html/css editors like WebEditor that I use, and people have varying success with wysiwyg editors. If you are starting off, it sounds like this may be a bit advanced, so I would start off by getting Wordpress installed first, then maybe install a ready made template, then expand your skills from there..
