I am trying to change a theme to have several regions in the TOP area of the theme. Currently there are only 3 in the default, and I am needing 5, possibly 6 collapsible regions (TOP 1, TOP 2... etc).
I realize it's likely a simple edit and I should learn this stuff, but I am in a time crunch. I also thought this might be the type of function other newbies would like to know how to do. So if any ninja would kindly share the wealth, and the where and how in the .tpl file, that would be really appreciated!

You need to have a look into your_theme.info and all *-page.tpl.php files
In your_theme.info you have to declare new region. And the in *-page.tpl.php files you have to add code responsible for displaying particular region.
Rest of the job has to be done in style.css
It is not a task if you have not got a time.

Artisteer already provides many regions to work with, however I would agree a region "Adder" to some sort would be beneficial.
If you'd still like to add regions, a search of the forums will turn up a world of information. http://www.artisteer.com/Default.aspx?post_id=145698&p=forum_post
