im really new at this, and this may be a beginner question.....
can i use wordpress plugins if i'm just making the template in artisteer and editing it in microsoft express web? if so, how do you go about this

Yes once you designed and installed your wordpress theme (Artsiteer theme) you can use any plugin on your wordpress admin.
There is no relation of plugins while designing a theme in Artsisteer
