As I stated in this thread, http://www.artisteer.com/?post_id=103825&p=forum_post, but should probably clarify a bit more you can do this.
As Marc had stated in the same thread, "As of now, there is no mechanism to add custom glares into Artisteer."
That is true, nor is there a way to add or import additional glares or effects into the Artisteer library.
That being said, it can be done by importing an image from file. You have to create a PNG file with an alpha channel transparency within photoshop.
