Can Artisteer take a theme that I downloaded and used online to change the themes colors or wdth ect...

No you cannot take an existing theme and put it into Artisteer to edit. However, you can edit the CSS of that theme for your desired changes.

The only exception is if it is in fact a .artx file that you got from somewhere.
