Table spacing not showing up |

Does anyone know why table spacing and padding do not render properly in Google Chrome and Mozilla Firefox? It looks OK in IE, but other browsers jam text right up against pictures. The table is set to (table border="0" cellspacing="10" cellpadding="10" width="100%"), but the spacing/padding has no effect in browers other than IE. Can anyone help me understand what's going on?
