Header image will not scale |

I have an html page and it is set to be responsive and so is the header. I also have the header set to length sheet width. I have a large monitor at a resolution of 1024 x 768 and it does well. When I go and look at it on a monitor with a higher screen resolution 1680 X 1050 the sheet scales but the image does not. The image stays center and will not cover the entire header space. I have tried every suggestion on this forum. Please help.
