You might consider using a right sidebar for your vertical menu. On smaller screen devices, the right sidebar content is put UNDER the page content. So, you'd see the compact horizontal menu icon (called the Hamburger icon), then the page content, then the vertical menu would be at the bottom of the page.
As far as having the vertical menu only on certain page... what is the CMS? WordPress? If so, yes... WordPress supports configuring sidebar widgets to only show on certain pages.
