Horizontal Menu - responsive menu button below 480 pixels only

It triggers as it will, from theme to theme. It seems it is depended of sheet width but it is wrong. It should be configurable because nobody knows how many menu items people will have and how long text in items will be. It trigger in my themes (not all, this is strange) at 1024 px width, and it is not necessary to do this at all.
