Using the built in settings in Chrome is cumbersome, needing to first get to tools -> developer tools, then click the bottom right gear, and then clicking the left side "overrides" tab, and then manually selecting a screen resolution and/or user agent.
Easier for Chrome is to use a free extension. The best of all I've tested is "Responsive Site View", which lets you see a separate view based on device type (you select device by name and size), but also capture screen shots of that screen. Other extensions look good, but aren't as complete.

you can just resize the browser window, and then you dont need to give permission to some dodgy app to know what your tabs etc are doing...
