Drupal 7 layout breaks in resized windows |

I am using Drupal 7.14 (latest release) - I have a 3 column layout.
When I reduce the window size the layout breaks, the left side bar content appears above the main content. Even with a fixed width layout the content column shrinks and no horizontal scroll bar appears; the right column remains in view as the right side is moved in. There is no horizontal scroll bar (actually there is briefly when the windows is just smaller than the layout)
As the window gets smaller the site title and slogan in the header also changes from left aligned to centered.
It happens on ordinary pages as well as those using Views and/or Panels.
Would be grateful for any help, suggestions.

Hmmm... Why not use Artisteer to design both template versions of a website? One for browsers, and one for tablets, smart phones, etc.?
Use code to detect what's accessing and then select optional template. Is this an option for you guys? Seems to abandon Artisteer as an intial design development tool is extreme.
I use it for initial design to save time, and then custom code CSS for specialty requirements. I still get done a lot quicker. Control the design better that way.
