Customize sidebar wdiget titles |

I have been trying to figure this out for quite some time, but everything I have found hasn't worked.
All I want to do is add a background image behind the sidebar widget titles.
Sure there is the work-around to this which is creating an image with the title saved into it and then adding a javascript/html gadget with that picture, and then putting the specific widget below it, but this doesn't allow the option of updating things in the future if you don't have access to that particular picture file.
Also, how could you manipulate it further and add a border around the title, an underline, or even a solid background color behind the titles of the sidebar widgets.

Well I don't have the site up and running yet... but all I am looking for is the code to make it happen. So like the "followers" widget... if I wanted to add a background image to that title, how would I do that?
I'm sure the general area for the code to then add an underline, border, solid background color, etc., would be the same.
