I think this is a DNN problem, not an Artisteer problem.
When adding a module on the bottom of the page, I initially highlighted one of the Admin Menu selections then hit the tab key a bunch of times to get it to scroll down. That's hit-or-miss.
Recently I have solved the situation by creating a text-html module, put it into the Banner1 or ContentPane, then populate it with 30 lines of text or periods, set it to Admin view only, then move it to the BottomPane, and replicate it onto all pages.

Otherwise, a better work-around I have found (before I fixed 3 sites with the css fix) was to go into Layout mode, then avoid going over the Manage button until you scroll it to just above the bottom of your browser window. Then put your mouse over it and it should pop up instead of down. It seem that the first occurence of the mouse-over determines whether it will pop up or pop down.
