DNN5 getting the menu in the right spot |

Hi,
I may be missing something but I am trying to get my horizontal menu below the <TopPane> in DNN5.
The reason being I want to create a generic type design where I can modify the header image in a HTML screen while leaving the rest of the skin intact and have the hmenu below that HTML.
Can this be done?
