I know how to move the menu "outside the sheet" to achieve what I'm looking for.. a menu that has a transparent background (i.e. not a background of the sheet). However, I noticed this menu setting but cannot figure out how to access it---the settings are grayed out.

These settings are only available if you have selected a Texture for your menu bar.

And likewise, the Gradient options are only available if you are using a Gradient in your menu bar.

working in 2.3 on a PC
This is available for me only if both gradient and texture have selections.
I can't see that sliding the bar actually makes any difference however.
Separately, I would prefer an option (that does not exist) that would make the drop down elements slightly transparent such that I could see what ever is below them.

I would like to make the Menu Bar totally transparent, and I looked at the template.css, but couldn't find the section that sets the color for the menu bar, so that I could make it transparent.
Any ideas?

You can try removing background image of menu bar after exporting the template.
