Compatibe with Blogger Hosted On Own Domain?

I have been looking for a solution to edit the few templates that are available to custom domains that aren't pointed, but fully hosted elsewhere. Or, better still creating new templates. Would I be able to use Artisteer and upload the created template? I hope so, 'coz the lack of navigation options etc is really beginning to get on my nerves. Tried searching on this forum, but haven't found an answer yet, wanted to know b4 I downloaded the trial. The instructions for uploading blogger templates, are obviously not geared towards self-hosted blogs. Any info greatly appreciated.
