It appears as though there is no support for customizing or producing the needed block regions. This may be another compatibility issue, but I have no clue. Is there a version of Drupal that these themes ARE compatible with?

In Drupal, don't you have to create and assign the blocks in the admin area?
If you switch off to a non Artisteer Drupal theme, do the blocks appear?

Block regions, not blocks.

Your sarcasm aside and ignoring my typo if you switch to a non Artisteer theme does the problem still exist?

You can add these block regions yourself. See my earlier post on custom block regions.
